Ill-Feeling Growing Out of Case Blamed for Death of Police Judge.

MANCHESTER, Ky., April 16. – Police Judge C. P. Stivers, 40, a grand jury witness in an unsolved slaying here, was shot to death today on Main street, The slayers escaped in a large red sedan, windows of which had been painted white and was reported to have had a Kentucky license tag on the front and an Ohio tag on the back.

Clay County officers, assisted by others from Jackson County, pursued them through Jackson County.

The shooting occurred at the spot were Alfred Neal, colored, was killed in February. Judge Stivers appeared as a witness before the grand jury in the shooting of Neal, allegedly by three white men, but no indictment was returned. Today’s tragedy was attributed to ill-feeling growing out of the Neal case.

While officers were in pursuit of the men, John M. Quinn, 50, lawyer here, was arrested on a conspiracy charge in connection with the killing. Quinn said he knew nothing about the case.
